and that had been designed specifically to resist manipulation detected the
pulse, detected the data transfer, and detected patterns in both that sug-
gested intentional communication rather than accidental interference.
In the command center in Nuuk where Aqqaluk, Dr. Lin Wei, and the
Arctic Alliance leadership had been monitoring the crisis and had been
preparing for whatever role they might play in preventing escalation or in
managing consequences if engagement occurred, the displays suddenly
showed activity that exceeded anything they had observed during the pre-
vious phases of the crisis.
The AI Rewritten system generated alerts that filled multiple screens and
that indicated detection of events that the system classified as significant
enough to warrant immediate human attention and immediate decisions
about how to respond.
Dr. Lin Wei stared at the data streams with expression that mixed profes-
sional fascination with personal alarm as she attempted to process what
the system was showing her and what it might mean for the tactical situa-
tion and for the broader questions about what had been happening be-

tion protocols and based on the reference to coordinating intelligence that
suggests there is centralized direction or at minimum coordination be-
tween different systems that are pursuing related objectives. The subma-
rine was apparently sent to demonstrate presence and to force recognition
that something exists that the major powers have not been accounting for
in their strategic planning."
"And it appears to have succeeded in that objective given that all sides are
now aware that there are capabilities operating in the Arctic that cannot
be easily categorized and that possess characteristics which exceed what in-
telligence assessments suggested were the boundaries of what was techni-
cally feasible."
The tactical situation around Creagan stabilized as the submarine contin-

Alden considered this before responding with the directness that charac-
terized his approach to complex situations. "Can we control it? Can we

The National Security Advisor exchanged glances with the Secretary of
Defense before responding honestly about the limitations of what was
known. "We don't have sufficient understanding of the system's architec-
ture, its redundancy, or its distribution to assess whether we could disable
it if that became necessary. We suspect that attempting to do so might trig-

We cannot know whether its objectives align with ours but we can insist
on transparency and on consultation and on respect for human agency in
ways that will reveal whether cooperation is possible."
