"Prime Minister," he said with voice that remained professional despite the
strangeness of what he was reporting, "American intelligence is suggesting
that the submarine contact may not be Russian. They are indicating that
it may represent capability that was not previously known to exist. They
are recommending extreme caution before assuming it is hostile."
The Prime Minister was silent for longer than the previous pauses had
been, the silence suggesting that consultation was occurring and that the
political leadership was struggling to process information that exceeded
what they had been prepared to address during the crisis planning that had
preceded the current situation.
Then slowly and with voice that carried the weight of understanding that
history might judge what was said next, the Prime Minister spoke words
