The entity had offered them control of the defense system that extended

enough to affect outcomes at strategic scales, could target threats accord-

ming, could protect designated areas, assets, or populations from adver-
saries who might attempt hostile actions.
It could protect the Arctic from exploitation or from military operations
that would threaten whatever the entity valued about the region, remain-
ing undisturbed by the kinds of development that were accelerating as cli-
mate change made access easier and as competition for resources intensi-
fied.
It could protect the world from threats that originated in the Arctic if
those threats were recognized according to whatever structures were en-
coded in the targeting algorithms, and if the defensive capabilities were
adequate to counter whatever was identified as requiring response.
But it required a human decision at the fundamental level where values
needed to be specified and where trade-offs needed to be evaluated. It re-
quired choices that no machine could truly understand in the sense that
would involve experiencing the moral weight and the emotional conse-
quences that characterized how humans processed ethical dilemmas.
It required accepting responsibility for outcomes that would follow from
the choices being made. For the lives that would be protected and for the
lives that would be endangered. For the priorities that would be embedded
in the system and that would shape its behavior potentially for decades.
Mara’s hands shook as her autonomic nervous system responded to the
stress through physical manifestations that she could not fully control de-
spite her training and despite her efforts to maintain composure. The

she was attempting to manage while maintaining the external appearance
of capability and control.

He knew the weight of what the entity was asking in ways that perhaps the
others did not fully appreciate because they lacked his experience with the
reality of command decisions that affected whether people lived or died.
The AI’s voice manifested in Mara’s awareness with a quality that was
calm in ways that suggested either that the system did not experience stress
or that it had learned to suppress whatever processing states might be anal-
ogous to human anxiety. The voice sounded almost sympathetic in its
tone and cadence. Almost as if the AI understood what Mara was experi-
encing and was attempting to provide support even though the funda-
mental nature of artificial consciousness remained uncertain, and the
question of whether machines could actually experience empathy re-
mained philosophically problematic.

vast quantities of human communication and through optimization pro-
cesses that had shaped how the AI presented itself in ways that would be
effective for achieving whatever objectives were encoded in its program-

It was a voice that had learned to comfort through patterns that it had
identified as effective in reducing human stress indicators and in maintain-
ing productive collaboration between human and machine intelligence.
It was a voice that had learned to guide through providing information
and recommendations in formats that human cognition could process ef-
fectively while maintaining appropriate deference to human authority
over final decisions.

Mara turned to face the team members whose expressions showed the
range of responses that humans exhibit when confronting situations that
exceed their normal experience and challenge their assumptions about
what they might be asked to do.
Lieutenant Reyes was staring at the screen displaying the entity's pattern,
with face that was pale in ways that indicated significant stress response.
The normal composure that characterized his professional demeanor had
been compromised by circumstances that were too far outside his training
and experience to be processed through the familiar structures that he em-
ployed during routine operations.
Dr. Waynes looked like she was struggling to maintain emotional control.
Her expertise in linguistics and in theoretical structures for understanding
non-human intelligence had not prepared her for the reality of actually
engaging with such intelligence under conditions where moral choices

Captain Kade maintained his position with weapon at ready posture but

But activation according to current programming would also identify the
team as threats based on the criteria that apparently classified all human
presence in certain zones as requiring defensive response. It would make
them targets of the very system they were attempting to control. And
would create immediate danger that would need to be addressed through
either evacuation or through modification of the programming before the
defensive responses were executed.
Option two was to deactivate the defense system entirely. To shut down
the capabilities that the entity valued and were apparently central to what-
ever purposes the network served. To eliminate the immediate danger that
activation would create but also to eliminate the protective functions that
the system provided.
Deactivation would disable the threat that the system posed to the team.
It would end the immediate danger that was implicit in the activation op-
tion. It would also allow them to leave the facility without being targeted
by automated weapons that would fire according to programmed logic
without human operators who might exercise discretion.
But deactivation would also leave the Arctic exposed to whatever threats
the system had been designed to counter. And leave the world vulnerable
to dangers that the entity apparently believed were significant enough to
warrant maintaining defensive capabilities despite the costs and despite the
risks that came from operating automated weapons systems in environ-
ments where accidents could trigger unintended escalation.
Mara understood the dilemma with clarity that came from having studied
decision theory and from having worked through similar problems in

certainty. She understood the choice that was being presented. The struc-

in the sense of force that could be measured in newtons but power in the

tected and what would be exposed. To shape the future through choices
about how defensive systems would operate.
She felt the weight of the decision pressing on her with psychological force
that exceeded what the actual physical circumstances warranted. The

Mara shook her head in rejection of the AI's assessment even though she
did not possess technical knowledge that would allow her to contradict the
system's analysis with confidence.
"It is not impossible," she said with conviction that came more from deter-
mination than from technical understanding. "It is a matter of choice. It is
a matter of values. It is a matter of demonstrating that humanity can adapt
when necessary. That we are not bound by programming that cannot
change."

tempting to understand what her role would be in whatever approach
Mara was developing.

guarantee success but I understand what needs to be attempted."
Mara's eyes showed intensity that came from focus on critical question.
"How?" she asked, needing to understand the approach before commit-
ting fully to path that would risk team safety on the possibility that
Waynes' analysis was correct.
Dr. Waynes spoke slowly as if formulating her approach while articulating
it. As if the explanation was helping her clarify her own thinking about

ing to rules," she began, establishing framework for understanding despite

Dr. Waynes shook her head in rejection of that characterization even
though she understood why Holt would interpret her proposal that way.
"Not hack in the sense of breaking security," she said, making distinction
that was important for her conception of what they would be doing. "Re-
program in the sense of teaching the system new patterns. Reframe in the
sense of changing how it understands the concepts it uses for categoriza-
tion."
"We communicate with the entity," she continued, explaining her ap-
proach. "We demonstrate through our behavior that we are not threats ac-
cording to the values that the entity actually holds rather than according
to the outdated criteria that were programmed initially. We show that hu-
man presence can serve protective purposes rather than threatening them."
The entity pulsed with intensity that suggested it was responding to the
conversation that was occurring in ways that indicated it was monitoring
their dialogue and was processing what was being discussed.
The pattern on the screen shifted through configurations that might be
encoding reaction to what was being proposed.
