Baghdad Airport, they killed a man. They did not kill what the man had built. They could not kill it because it was not a man. It was a way of thinking about a problem. I have been executing that thinking for six years.  "

"  I want you to understand something about February 28  . He said it with the specific directness of someone who has decided to say a thing.   In the first three hours of the Epic Fury strikes, the IRGC lost sixty-one senior commanders. Not all of them. The ones the targeting dataset had identified. The ones that Zarev's people fed into the system through the channel that I had watched being built for four years and had allowed to continue because I needed it to be believed until the moment I needed it to be something else."

Elias was very still.

"He had a file. Lior had given it to him, and it contained everything the Mossad s network had collected on the Shaheen operation over six years. The file was thorough, and he had read it three times, believing he understood the architecture of what had been built and its purpose. Now he realized the file had contained the correct individual"

"facts but had not contained this, the fact that contained everything else."

"The man across the table had used the most precisely targeted military operation in the region s history as a restructuring tool. He had not known this. Lior had not known this. The file had not revealed it, because this was the kind of thing invisible to any analysis that did not have the person who executed it in the room saying,  I did it. "

Rahmani looked at Elias for precisely four seconds.   The dataset was designed to be used. Every commander on that list was a commander whose removal would consolidate operational authority into structures that I had built and that I controlled. I wrote the list. The strikes that killed sixty- one IRGC commanders killed sixty-one men and centralized the remaining authority in the network I had already constructed for this purpose. 

He said it without affect.   I want you to understand what you were

part of. 

The room was quiet. Outside the window the strip of dark water

moved in the way that water moved when it was constrained to a specific path and had been moving in that path for a very long time.

" You used the American-Israeli strike to restructure your own command, Elias said."

" Yes, Rahmani replied."

 And the sixty-one men on the list?

 They were known to me. Some of them for decades. He looked at the cup.  I made the accounting. I found it sustainable. It is possible to find things sustainable that you would not have found sustainable before. I did not think I would be the kind of person who found it sustainable. I found it sustainable.

He was quiet for a moment.

" My son's name was Cyrus. He spoke it the same way he had spoken Nasrin, with the quality of a name worn smooth.  He was twenty-"

"two years old. He was a civil engineering student at the University of Tehran, with four months remaining in his program. He had wanted to build water infrastructure in the southern provinces, the dream of a young man who grew up in Tehran and had watched the south s systems fail to deliver what they should. He had decided it was a problem he could work on. He had told his me this when he was seventeen. I had nodded and told him, this is a good thing to work on. "

"  He went into the street on the fourth day of the January protests and did not come back. The protests had reached forty cities by then, and the death toll was climbing. I did not know until the third day after he left. I had not known for three days.   "

"He reported it without inflection, with the precision of a man storing facts in the only form survivable."

Elias looked at him.

" The IRGC unit that fired on the section of the protest where Cyrus was standing was commanded by a man also on the February list, Rahmani continued.  I did not add his name because of Cyrus. I added it because his tactical profile made him a liability to the post-strike structure. I am telling you this because I want you to understand the difference between those two things and the fact that I cannot always tell them apart. The difference between strategic necessity and personal revenge, when you have sufficient operational authority and sufficient motivation, is a difference that lives inside the person making the decision and nowhere else, and I do not fully trust my own accounting of it. "

"He spoke with the same flat completeness with which he said everything, and Elias sat with it."

" You are here to determine whether to kill me, Rahmani said."

" Yes, Elias replied."

" And have you determined it?  I m still listening, Elias said.  Then I have more to tell you. "

He straightened his already straight back. Glancing at the cup still in front of them.   I want to tell you what you think you know about what happened in the Strait and what is different from what you think. 

"  The operation had three phases. The first phase was the network construction, which is complete. The second phase was the demonstration of capability, which you witnessed last night. The drones flew for eight minutes and returned. One commercial vessel took evasive action and had a crew injury. The Strait closed for six hours. The global oil price moved forty-two dollars in ninety minutes and returned to within eight dollars of its pre-event level within forty-eight hours. This was the intended outcome.  "

  And the third phase?  Elias asked.

"Rahmani touched his cane, as if it determined what he would say next.   The third phase does not require me. He said it simply.   I have been the engineer. The network is built. The relationships are established. The capability has been demonstrated. What happens next does not require my presence because I designed it not to require my presence. I am six weeks from the end of my capacity to be present in any meaningful sense. I have planned accordingly.  "

  Who has the trigger codes?  Elias asked.

"Rahmani looked at him.   You know I will not tell you that.    The third phase. What is the objective?  Elias asked again,"

deliberately ignoring his earlier answer.

"Rahmani leaned into his chair.   The objective is a negotiated settlement that includes Iranian sovereignty over the terms of its own nuclear program and the lifting of the sanctions regime. Not a military victory. There will not be a military victory for Iran. I have never believed there would be. The objective is to demonstrate, at sufficient cost to the parties who are currently comfortable, that the cost of the current trajectory exceeds the cost of negotiation. This is the same objective Soleimani had in 2008. The same objective in 2014. In 2019. The difference is that in 2026 the United States killed the Iranian head of state and the conditions have changed sufficiently that the demonstration needs to be larger.  "

" You think I am trying to start a war, Rahmani continued.  I am trying to end one. The war has been running since 1979. It has never stopped. The names and the methods have changed. The structure has not. In 1979 the United States facilitated the removal of a government that Iranians had elected because it made decisions the United States did not prefer. In 1980 the United States supported the government that subsequently used chemical weapons on Iranian civilians. In 1988 the United States shot down an Iranian passenger aircraft and gave a medal to the commanding officer. In 2003 the United States removed a stabilizing government from Iran's western border and produced an insurgency that ran for a decade. In 2020 the United States killed the head of a sovereign nation's military on the soil of a third country and called it counterterrorism. In 2026 the United States killed the head of state of a sovereign nation and called it a necessary strike. The names change. "

" I am not asking you to agree that my arithmetic was correct. I am asking you to look at the other arithmetic, the arithmetic that produced mine, and tell me where in it you would have stopped. Tell me at what point in that sequence the correct response was to accept the"

conclusion rather than to change the conditions. I could not find that

"point. I looked for it. You think you are here to stop something. You are the most recent expression of the thing I am trying to stop. This is not an accusation. It is a description. It is also an explanation, not a justification. I know the difference. "

"Elias sat with this. He did not answer it, because there was no answer that was not also a kind of concession, and because he had been asked for an honest accounting and the honest accounting was that he could not identify the point either. He had looked at it from the outside his whole career and he could not identify the point. This was one of the things that being in this room was revealing, which was: there were things he could not answer and had not expected not to be able to answer."

"He was aware that he was making arguments he did not fully believe against a man making arguments he could not fully answer and that the conversation was doing what Rahmani had wanted it to do, which was to complicate him. He was aware of this. He continued anyway, because the complication was the honest position and the honest position was the only one he was willing to occupy in this room."

  Yes.  Rhamani said.   The network is in the hands of people who

were twenty years old when I recruited them and who are now the people the network runs on. This is also what Soleimani designed. 

Elias said.   You killed the general. The general planned for you to kill him. 

"Rahmani nodded briefly, but not in agreement with what Elias said.   The network does not die with the general. This is called the Soleimani effect.  "

He said it without irony and without pride. He said it as a fact.

Elias looked at the tea. He had not drunk it. It was no longer steaming.

" Your wife, he asked."

" Yes. Nasrin.  Rahmani spoke her name the way people spoke names they had said so many times that the name had become a different kind of object, worn smooth."

" Forty dollars, Elias said."

" Thirty-eight, Rahmani corrected.  The generic formulation."

The branded formulation was more.

" She had a cardiac condition that required a medication with a manufacturing process dependent on a chemical import, which required a financial transaction through an international correspondent bank that would not process Iran-linked transactions because of the sanctions. The treatment pathway had twelve steps. Step nine was the correspondent bank. Step nine was impossible because no international correspondent bank would process a transaction associated with an Iranian entity after the 2018 reimposition of the full sanctions architecture. The generic medication required an import that depended on a financial transaction through a correspondent bank. Step nine was impossible. Therefore my"

wife died from a disease that cost thirty-eight dollars to treat.

" She died nine months after the diagnosis. I was present for all nine months. Each of the nine months had a specific quality, the quality of a month in which I knew exactly what was preventing the treatment, knew exactly who had built what was preventing it, and could not change either of those facts. I ran the arithmetic. The arithmetic produced a direction. "

 I am not asking you to agree that this justified what I built. I am asking you to understand the arithmetic. The arithmetic that the people who built the sanctions accepted as a cost. My wife was in that arithmetic. My son was in that arithmetic. I ran the arithmetic in the other direction.

 How many people were in your arithmetic? Elias asked.

" A smaller number than were in theirs, Rahmani replied.  I have counted. I count every one. This is not absolution. It is what I do. "

"The room was quiet for a long time. He heard the city outside, the specific ambient quality of a city at mid-morning, a city in full operation, a city that did not know and did not need to know what was happening in this room."

" I have a question that is not operational, Elias said. Rahmani looked at him.  Ask it. "

 Do you believe any of it was worth it?

" That is a question I have asked myself in every form I know how to ask it. Rahmani sat with the question, holding his cup.  I believe it was the only accounting I was capable of making with the information I had and the loss I had sustained. Whether it was worth it is a question I cannot answer because I do not have access to the version of my life in"

which I made different choices. I know that I would make the same

choices. I do not know if that means they were worth it or if it means I am the kind of person who would always make them.

" I will tell you something about Soleimani. The last time I saw him, it was November 2018, fourteen months before they killed him. We were in a room in Tehran, talking about the network, its status, and what needed to happen in the next phase. At the end of the conversation he said,  When this is over, if it is ever over, I want to sit somewhere quiet and read. Just that. Read.  "

"He laughed when he said it, the laugh of someone who knew, completely and clearly, that sitting somewhere quiet and reading was not a thing available to him, and found this funny in the specific way that things are funny when you can see them completely and cannot change them."

" I have thought about that laugh for six years. I think about what it means to build something that you know will outlive you. He knew. He had been operating since the 1980s and understood the trajectory of a person with his responsibilities and visibility. He knew the laugh was not the laugh of self-pity but the laugh of a person who has chosen this, sees it clearly, and continues anyway. I do not know what it means about him that the last thing he said to me was that he wanted to sit somewhere quiet and read. I do not know what it means about me that it is the thing I have thought about most in six years of building what he"

built.

"He looked at his hands on the cup.  My son wanted to build water infrastructure. My wife wanted to see her grandchildren. I do not know what I wanted. I wanted to run the arithmetic correctly. I believe I ran it correctly. I also believe that believing you have run it correctly is the specific condition of every person who has ever done what I did, including the people I was running it against. "

He put the cup down.  There is something I need to ask you.

"He reached into the coat on the back of his chair, into the interior pocket, and took out a folded photograph, placing it on the table between the two cups. He placed it face down."

 There is a woman. She is carrying something for me. She has been carrying it since Tehran and she does not know what it is. She thinks it is a document that will support the peace negotiations. It is not a document that will support the peace negotiations. It is the third phase.

 I need you to understand what I am telling you and I need you to understand that I understand what I am telling you. I am asking the person who has come here to end this operation to protect the person who is carrying it. I know what this looks like. It looks like the last move of a dying man who wants to believe he did one decent thing at the end. Perhaps that is what it is. It is also a practical request from the only person who knows who she is.

" She is twenty-six years old. She lost her uncle in January 2020, which is when the loss of her uncle appears in the record if you look for it, and she lost her brother in January 2026, a civil engineering student two semesters from graduation who went into the street and did not come back. The same month and the same circumstances as Cyrus. It is therefore not a coincidence that she was the person I found. Iranian losses. She is not wrong that this is what should happen. She is wrong about what she is carrying.

" I recruited her honestly in every respect except the most important one. I did not correct her belief because I needed a courier I could trust, and she was a courier I could trust. The only couriers you can fully trust are the ones who are doing it for something they believe in. She does not know what she is carrying. "

" When she finds out, and she will find out, it will change things for her in ways I cannot account for from here. I am asking you to find her before anyone else does because the people who will find her if you do not are not the people she should be found by."

" She is not responsible for what she is carrying. She became a courier by saying yes before she had fully thought through what yes meant, which is how people became things, by saying yes to the version of a thing that was available to them before the full version was visible. I am asking you to find her before the operation reaches the point where finding her is not possible. When she finds out what she was carrying, that should be something she finds out from someone who can give her a choice, not from the people who will use her ignorance. This is the one thing I am asking."

 Her name is Farideh. Farideh Nazari. She is somewhere in Turkey. I do not know exactly where. The photograph. Turn it over.

Elias looked at the photograph face down on the table. He looked at Rahmani. He turned it over.

"A young woman, mid-twenties, laughing at something off camera. The laugh had started before the funny thing was finished, which was visible in the photograph in the way that the whole face was involved, the"

"eyes involved, the thing starting from inside rather than arriving on the"

"surface. She was wearing a dark coat, an ordinary coat, not a statement of any kind, and her hair was blowing slightly in whatever was happening outside the camera's frame, a wind or a movement, and behind her was a street that could have been Istanbul or Tehran or Ankara or a dozen cities that had streets that looked like that, which was no help. She was completely herself in the photograph. She had not known the photograph was being taken, which was visible and which was the specific quality the photograph had that made it something other than a surveillance record. The person who took it had wanted to record her, not document her. There was a difference."

"On the back, in Farsi: Farideh. And one sentence that he photographed."

He put the photograph down. He looked at Rahmani. Rahmani looked at Elias.  Find her.

 Why are you doing this?

" Because she is twenty-six years old, Rahmani said simply.  She should have the chance to choose whether to be part of this. I did not give her that chance. I am giving it to her now through you because it is the only way I can give it to her. "

" I am not a good man, he added without apology, without the kind of self-condemnation that would have made it easier to sit across from him, the self-condemnation that would have made the accounting simpler, that would have said: he knows he was wrong, therefore the wrongness is acknowledged, therefore the ledger is in a state that can be worked with. He was not offering that."

 I have known this for some time. I built what I built with full

"knowledge of what building it meant. I am also not only the thing I built. These two things are both true, they are not reconcilable, and I am not"

going to reconcile them. I am telling you both because they are both

true.
